Quelle est la version de votre installation JRE/JDK? Je suppose que ce n'est pas 1.6 - peut-être que vous pouvez utiliser '' (notez le '+') dans votre JNLP? –

Le problème est avec cette ligne:

<j2se version="1.6" href="http://localhost:8080/docRuleTool/appletjars/" /> 

Java Web Start essayera de télécharger Jre 1.6 de l'URL donnée dans l'attribut href. Version corrigée ci-dessous:

<j2se version="1.6" href="http://java.sun.com/products/autodl/j2se" />
